Mandatory Manditoriness

All taxicabs in the District of Columbia carry signs that read:

ATTENTION
District of Columbia law requires mandatory use of seat belts. There is a $50 fine for noncompliance.
—————
Does that mean that the fine is imposed if a seat belt is used, but the use was not motivated by the manditoriness of its use? Wow, talk about a strict law!
