I don't read it that way. The Blair government showed weakness, partly because they are weak, due to the foolishness of invading Iraq, which hasn't really turned out like they thought. And showing weakness is not a good idea in that part of the world.

The behavior of the British soldiers who appeared on television and accepted gifts from the president of Iran was shameful.

(Another bit of common sense was his comments about sending mothers of small children on patrols in combat zones. That can't be very smart.)
